Removed normalization from hic/hic30 rules; added norm/norm30 rules to incorporate normalization; changed all rule to wait for norm_done.txt file; edited juicer_tools calls to call directly from ./scripts/juicer_tools.jar
Added javaMem for hic/norm rules in buildHic
Bumped up default mem params for hic/norm rules

Changed {input.hic} -> {input.hic30}
All calls now reference juicer_tools.jar (instead of juicer_tools.7.0.jar, etc)
Updating juicer_tools.jar to version 2.13.07
This reverts commit 6360929.
