Changes Made: -Going off of the issue description, I changed the name from "Install and Run" to "Local development" -Also now when it is clicked it will direct the user to the "Local development" section

Description
-Going off of the issue description, I changed the name from "Install and Run" to "Local development"

Methodology
The reason I made the changes to the name as well as the link was because there was no longer a section named "Install and Run" in the file but there was a section named "Local Development."
