Merge branch 'update/cam_acc_rrtmgp_dataopt2' into 'develop' (PR #61)

This is a follow on to the changes in PR #60. Brings in some changes to
rrtmgp and the interface to rrtmgp in cam. These changes improve
performance of the OpenACC offload by reducing data transfers
