Custom PE layouts for MPAS tests on bebop

Adding a custom PE layout for MPAS tests with T62_oQU120 grid for
bebop. The MPAS tests in the integration suite hang with the
default PE layout (64 tasks/component).

The tests that hang with the default PE layout are,

* ERS_Ld5.T62_oQU120.CMPASO-NYF.bebop_intel
* SMS.T62_oQU120_ais20.MPAS_LISIO_TEST.bebop_intel
