This tag resolves:
1) 2 of 3 checkboxes in #1673 by implementing a workaround for transient
Smallville tests. The third checkbox will correct this in subset_data.
2) #2218 by failing gracefully when using non-5.2 fsurdat files.
3) #2319 by creating the NEON fsurdat files for ctsm5.2
4) Up to the 7th out of 8 checkboxes in #1903. The last checkbox is one
of the final steps before we make the ctsm5.2.0 tag.
