Merge pull request #2016 from slevis-lmwg/alpha-ctsm5.2.mksrf.16

Preparing alpha-ctsm5.2.mksrf.16_ctsm5.1.dev123 tag:
- This is the first attempt to run the test-suites (cheyenne & izumi) on the ctsm5.2 branch
- Large changes to namelist_defaults_ctsm.xml, changes to a few other files
- Only two cheyenne tests remain in the "ok to let fail for now" and otherwise both test-suites OK
