Yep, this sounds clear enough to me - new functionality can be implemented as plugins, and if it's something broadly useful it can be incorporated into the core

Thanks for this @SamHames I like how you highlighted that the the core of twarc is for data collection, and that plugins are a great place for working with the collected data in various ways.
