Verify and refine Google Analytics implementation #2434

We changed our Google Analytics implementation so that analytics would load on any environment including local. This should be changed so Google Analytics should only load on production.

We will keep Google Tag Manager loading on all environments because it sounds like it needs more testing envs in general.
