Some updates to the packages in the `water-abstraction-helpers` repo were made a while ago in PR DEFRA/water-abstraction-helpers#269 This package isn't currently set to autoupdate for minor/patch version changes to the helpers package so in this PR the helpers package is going to be updated and will be set to autoupdate for minor/patch updates in the future.
Also set the package to auto-update minor/patch versions in the `package.json`
Technically these packages are already on the latest version thanks to dependabot. This change just updates them in the `package.json` and then after running `npm update` the `package-lock.json`.
