Added influxdb_tools which contains go scripts: create_ts_databases.go and sync_ts_databases.go.
create_ts_databases.go creates all databases, retention_policies, and continuous queries used by traffic_stats. The continuous queries help make the grafana graphs much faster and allow to easily keep more than a days worth of data.
sync_ts_databases.go provides the ability to sync Traffic Stats continuous query data from one environment to another.
