Description of the changes
A command to summon the bot to a voice channel has been requested frequently, and while I felt this might have the potential for abuse in some cases, the folks that have trolls could always disable this command with the permissions cog. A 15 second cooldown is on this cog to reduce spamming, and can also be restricted by the DJ role (users without the role won't be able to summon the bot to their channel).
