Purpose of change
The description says Metabolic Hyperefficiency is removed by combat, and the EoC that removes effects properly removes it, but it doesn't check that you have it on, so it's only removed if you engage in combat while using another power that's removed by combat.

Add the Metabolic Hyperefficiency effect to the conditions check.
