Purpose of change
As per #56953 "precise strike" is meant to represent a weapon being able to "harry" an opponent, an important part of the identity of the cudgel. The two batons and the three tonfas are used in a similar manner and also fall under a similar "light, speedy harrying bludgeon" category. Also, the technique's description wasn't updated for the new melee 3 requirement.
Describe the solution
Added precise strike to the wooden tonfa, the tonfa, the tactical tonfa, and the extended forms of the PR24 baton and expandable baton. Removed precise strike from the qiang, as it was an outlier being the only weapon with precise strike that wasn't a baton or fencing weapon. Added "min 3 melee" to the description of precise strike.
Describe alternatives you've considered
It's possible there are some other improvised light bludgeons that could qualify for precise strike, like a wrench or the like, but the ones I looked at I figured were a bit too unwieldy/not agile enough in the hand to qualify, usually being metal tools that are a bit top-heavy. I also only looked at weapons in the "batons" category, so there's possibly some "baton-like" weapons I missed as well that aren't in that category for some reason.
Testing
Loaded up the game and made sure the description updated properly and the weapons had the technique properly.
Additional context
I didn't look at the "fencing weapons" side of things at all, only the batons, so that half of the precise strike list possibly needs a look as well.
