Purpose of change
The armband pouch seemed a little too encumbering for something so small, even if it's wrapped around your arm.
Describe the solution
Adjusted the encumbrance values to 1 when empty, and 5 when full (Still somewhat encumbering when full, mostly because of its location, the upper arm).

To leave it as it is.
