Purpose of change
With ba50465, the IRC-related information got a bit inconsistent, e.g specifying the server pool you direct your IRC client at instead of the website of the IRC network. It is better to specify the site of the network because it is not our job to explain how to connect, since there can be many edgecases.
When this commit was done, the channel was freshly migrated off freenode and Libera Chat did not have a webchat yet. This has changed.
