Fixes #46541

This change both changes the in-game listed material to accurately reflect its components, and adjusts the weight and volume to match an extant example.
Describe alternatives you've considered
I could have changed the steel-frame requirement to use extra-light frames, but as it turns out, steel is a common material for bikes, so it works.
Testing
No linting errors.
