SUMMARY: Infrastructure "move disarm and reach_attack out of player"

Purpose of change

part of the player deprecation project

Describe the solution

move the two functions in melee.cpp out of player.h

Testing

game compiles and runs fine

Additional context

i want to link the issue but my browser is slow and i want to go to bed
