Purpose of change
To improve the documentation's readability.
Describe the solution
Formats the list of spell effect names and their descriptions as a table, to be more consistent with the other docs, and make it more clean-looking. Also tidy up some of the JSON blocks, and use JSON instead of C++ syntax.
