It was suggested that since sponges and rags could be used to wash hard items, scrub brushes should too

I copied and pasted the "use action:" "WASH_HARD_ITEMS" line from sponge to scrub brush.

Alternatives haven't crossed my mind
Testing
I tested the json, linted the file, and tested it in game. I tried to use a scrub brush and it tells me "You're carrying too much to clean anything." Looks like it works
