Summary

SUMMARY: Bugfixes "Fix for spawning liquids with no charges"

Purpose of change

Fixes #35171

Describe the solution

Using charges_per_volume instead of get_remaining_capacity_for_liquid.
Also 2 more checks to ensure stuff works.

Testing

Tested spawning with debug - item groups and spawning items.
