I wanted some gravel rural roads without car spawns for the farm special.

Adds a new set of json rural gravel roads. Adds them to special.
Describe alternatives you've considered
Waiting for generated rural roads, but I didn't want all those vehicles in the special.
Additional context
I plan on making some json trails too for the special so I can dictate where they occur.
