Purpose of change
Fixes #31397
also while I was there I fixed the bionics tab scrolling a single line when hovered over, when it should be fully visible
Describe the solution
there were just a few bugs/typos preventing this from working, I fixed it up and tested it in a bunch of scenarios
Relates to #31261
