Summary

SUMMARY: Bugfixes "Stops you from recharging disposable batteries by way of rechargeable tools"

Purpose of change

Fixes #31408

Describe the solution

Removes the RECHARGE flag from all tools

Describe alternatives you've considered

Curling into a ball and crying at how little sense this all seems to make

Additional context

I don't know how those tools recharged properly but the UPS did not. Maybe whoever reported the UPS didn't use the recharger properly, I dunno. Point is, you can't recharge these tools anymore. You have to recharge the batteries separately.
