SUMMARY: Content "Add campus media building"
Purpose of change
Begin work towards adding the Campus faction by adding a template building that can be later filled out to create the campus.
After discussion on the Discord, we decided to model the campus for the Campus after Cape Cod Community College.
This building is based off of building 3, the media building, from the campus map.
Plan by overmap tiles for the campus templates: Google Sheets

data/json/overmap_terrain_campus.jsonAdd a special for this building and add it to the campus overmap special special in
data/json/overmap/campus.jsonAlso adjust the lecture hall to blend better with this

This building has the most interesting architecture of any of the buildings yet
