Purpose of change

This was added in #17875 based in taking the jokey description of the circular saw too seriously in #17838.
This applies the opposite and more sensible fix of adjusting the jokey description.

Describe alternatives you've considered

If someone wants to add variant sawblade items and some infrastructure for using them, adjusting the circular saw to cut metal would work, but the standard circular saw is just a wood cutting device.

There's not much point in adding variant sawblades/powertools until powertools work as they do IRL, that is, reduce time spent doing the thing by several orders of magnitude.

Also, what does metal sawing 1 even do?
