Activating items near character with empty hands and 0 volume capacity does not (always) work #33473

Describe the bug

If you happen to have no storage volume and there are things (confirmed with bandage and first aid kit) near you, an error message about too big to pick up will block you from activating them. If you pick them up (being forced to wield them) first, you will be able to activate.

Steps To Reproduce

  1. Have no items equipped that give volume storage capacity so that you have 0
  2. Have activate items like kits or bandages near you
  3. Have empty hands
  4. Try to activate item

Expected behavior

I expect the character to automatically wield the item and allow me to activate as normal.

The volume does not matter if the character can wield the item (has empty hands).
