Create a script for running the database migration in prod.

Description

When running this script, it will download the cloud_sql_proxy, connect
to the database, and run any pending migrations.

How Can This Be Tested/Reviewed?

Copy bin/.env.template to bin/.env and update with the production username/password. Then run the script.
