The tools mentioned are all automatically run by Travis.
Allow code checking tools run automatically as git hooks before making a commit.

This PR lists all code formatting and quality checking tools used (in Travis) in the README. For convenience a
pre-commitconfiguration is also included to automatically run the tools as git hooks when making a commit.
