Description

Disables natural spawning of the Legion Libritor and Legion Slavemaster roles, re-enables natural spawning of the Great Khan roles, and ups the count of BoS Paladins allowed by 1. There's also prototype spritework in this update to give a sprite to a weapon that normally wouldn't have one. Eventually I'll work on that too, but for now anything (even programmer art) is better than invisible sprites.

Motivation and Context

Motivation for the following changes is thus:

-Legion Libritor: No basis in Lore that I could discover, seemed to just be a way of buffing Legion that could be better done through the use of Trait/Perk additions.
-Legion Slavemaster: An utterly unimportant role. Part of me believes it's ERP-bait, though I know there is potential for more than ERP to be used for the role. Regardless, any Legionnaire could be assigned the tasked by their Centurion.

-Great Khan: An established raider gang with lore behind it and motivation beyond just lolraidering the entirety of the wasteland seems like a good idea to me, I'm not certain why it was disabled in the first place. Additionally, when I have more time to dig into the code, I'd like to make Khan-craftable-only chems with unique effects. The current code calls them "pushers" and comments that stripping the Khan identity and replacing it with generic wasteland drug dealers would be a good idea, and I can't disagree more, and think that idea should be scrapped in favor of expanding upon the Khans in the way previously described, particularly since they're post Bitter Springs in our lore.

-Paladin: A Whole Extra Paladin, because Paladins and Knights combined make a grand total of 4 members, add the Elder, and you've got a whopping 5 potential combatants (8, if you count the 3 initiates), compared to the Legion and NCR - whose grunt troops alone total 12 potential combatants. Additionally, Paladins aren't a leadership role, and thus I don't see an outright need to limit them to just 1 Paladin.

How Has This Been Tested?

Minimally tested, admittedly. It's a lazy first pass intended to make some minor tweaks, and also because Pahrump doesn't actually load locally, as far as I can tell (though that could just be me being a pepega).
