MethodParams update and implementation

• Steps toward Setup MethodParams serialization/ deserialization #75 but I do not want to complete the issue until I scope/implement a bit more. Just wanted to break it up since these changes are isolated and can be used elsewhere.

Uses deref trait for each to allow usage of the underlying vectors when needed if that's confusing

This will represent how parameters will be passed into the Actor methods, current implementations use their own serialization, but spec and what makes most sense now is to just have a vector of serialized bytes which will be decoded as necessary.
