Should be good for review! Implementation for enums & enum arrays from PropertyTables and PropertyTextures. Might still be a few compilation errors by the time CI finishes but I can fix those in the morning. @j9liu |

Closes #728. This PR will, when it's finished, provide support for Enum types in EXT_structural_metadata. I'm opening it now to get feedback as I go.
