Summary

Add new endpoint, accessible to ADPs, to add ADP containers

Definition of Done

ADP container schema is created
POST endpoint is implemented to add an ADP container to a record
ADP and Secretariat users can access the endpoint

Notes

An ADP org can only have one ADP container per CVE Record
CNAs can create ADP containers for records they own (If they are also an ADP)
dateUpdated is updated whenever org’s ADP container is touched
ADP shortname is auto-filled in providerMetadata
