Now, when a user updates an upload job's status to
completed, the API publishes the job's id to theuploadstopic in Google Cloud Pub/Sub. This will allow downstream Cloud Functions to respond to the successful upload event by, e.g., copying the successfully uploaded data from the upload bucket to the soon-to-be-created download bucket.
