Config Files for each mode

Will be loaded when match mode is loaded.
Will be loaded when match is started.
Will be loaded when switching to practice mode.
Adjust css_pracc_smokecolor_enabled 1/0 to enable colored smokes.
Will be executed whenever another mode is loaded, to make sure there are no leftovers when exiting practice mode.
If you change pracc.cfg, make sure to also adjust undo_pracc.cfg properly.
Will be executed whenever dryrun mode is loaded.
