v2.4 with netplay - snapshot 1

This is the initial public release of Project64 2.4 with netplay plugin support.

• This code is still a work in progress
• This release is geared towards the Smash64 competitive community
• The included netplay plugin is Kaillera-based
• The netplay plugin included will expire on July 31, 2018
• If plugins don't load, run the binaries in the Installers directory
