Reorder HowTo and Understanding in site nav #490

This PR:

  • resolves Consider reordering Understanding SSVC / SSVC How-To in site nav #489
  • moves the SSVC How-To section in front of Understanding SSVC in the site navigation
  • reorder grid cards on home page docs/index.md to match
  • copy edit to docs/howto/index.md to add some intro text necessary because of the reordering (introducing some concepts before diving in)
  • incidental copy edits of the prerequisites inset box in docs/howto/index.md and docs/topics/index.md
