Use Rule.oneOf to resolve correct loader (facebook#2747)

* Use oneOf to resolve correct loader

* Add html and json fallthrough again

* Use oneOf to resolve correct loader in dev

* Document file-loaders `js` exclusion

* Remove `jsx` from exclusion in prod config
