Migrate from @sveltejs/kit "next" to @sveltejs/kit v1
Run CI on Node 18
Move svelte to a peerDependency (technically not semver patch, but I'm hoping this is okay, and people will have needed to have svelte installed to run it anyways. I kept the version set to the devDependency version from the last publish.)
