[ENHANCEMENT] Icons when searching for rules should be consistent with icons in rule menus #432

Describe the current behavior of what you're trying to improve. If your enhancement request related to a problem, please also describe the problem.

Consider the following example when searching for the Black Between Regions rule in the proof editor:

When looking in the Direct Rules menu, the icon for the Black Between Regions rule looks like this:

Notice how the icons are not the same. This behavior applies to other rules as well.

This also makes searching for rules very difficult at times, since the alignment of the icons can be off due to varying icon dimensions.

Describe the improvement you'd like

The icons should look the exact same across all menus in LEGUP for consistency purposes.
