Description

Is your feature request related to a problem?

The new admin purge command clears out all islands that are abandoned or unowned. It may be that some islands should be kept. So a command to enable this would be useful.

Describe the solution you'd like us to implement.

Add a way to protect and unprotect islands.

Describe alternatives you've considered.

Not use purge.

Added purge protection command and test class for purge.

Note that game mode addons must add the purge command before it can be
used.
