Updates the MacOS section of
INSTALL.mdto indicate thatbrew install chapelwill not longer work for users on Apple Silicon.Reorganized the MacOS instructions based on the other updates being made to be less repetitive.
Note - there was an additional solution from @bmcdonald3. The only issue with it was that you had to pull the
masterof Chapel, and build from that. Based on the workflow and additional time that took to complete over building from source (provided llvm is installed on the machine) I left that out, since we probably want most users building from a release of Chapel.
