This PR split the parsing and macro part of the macro package into two seperate packages.
This has no benefice for now, but the goal is to reuse the parsing code in a new crate for build.rs utilities that will have 2 purpose: creating the locales files for dynamic loaded CSR apps, and simplify custom providers datagen by looking at the translations for the needed informations.
