By email, Jon Tischler asks:

Also, for the proposal (not ESAF), using: "apsbss proposal 64629 2019-2 9-ID-B,C", what do “startTime" and “endTime" refer to?

For the ESAF using: "apsbss esaf 226319", what do “ experimentStartDate" and “ experimentEndDate" refer to?

Those might be the missing information for #348 in lieu of the esaf-all feature.

Adding this might cause the 1.3.0 release date to slip past this week. Moving this to the next milestone.
