This enables the new InitialIssueTriage Rule, that uses AzureSdkOwners, in preparation for enabling the rule on 03/11/2024.

This PR swaps the old rule with the rule and enables the tests that were updated for the new rule. Getting this merged today will allow the new version to be published to the dev feed so the only change necessary on Monday will be updating the version in the workflow yml files.
