This PR is a first step toward #5499.
It reorganizes the
eng/.docsettings.ymlfile to make it easier to see the work remaining to be done. This includes:It also does a first pass on addressing easy-to-fix README omissions, and some light tidy-up per .md linter.
Subsequent PRs will remove exceptions with issues associated as those issues are resolved.
