[Storage] SAS Token for emulator

PR #5235 added Development Connection String support and covered a limited set of tests in the Emulator Tests test-suite.

Docs provide a way to get the SAS token for the emulator.

We might need to test the SDK with such SAS.

@ljian3377, @EmmaZhu Any reason this SAS token for the emulator would be any different from the ones we get through other means. If not, there is not much value in adding a test for it and we can close this issue
