v4 of @azure/ai-form-recognizer already uses core-rest-pipeline.
@witemple-msft Are you planning to update v3?

@ramya-rao-a at one point, I definitely was planning to update v3, but this is more or less blocked on advice from @sarangan12 based on the research and work he's been doing about whether or not it's breaking. Given that we already have a new FR package that does use corev2, I'm really inclined now to say that we're just not going to update v3.

I'm going to close this issue and may reopen it if we have a clear path forward for a non-breaking migration to corev2 for older packages.
