This PR changes the default
TestModefortests.ymls toRECORDinstead ofLIVEdue to a bug in the testing framework. Said bug has been resolved in #19620 but requires configuring many POMs to use an unreleased dependency when it will be released soon. Once the fix has been shipped revert the defaultTestModeback toLIVE.
