Moved from private repo.

The errorcode/errormessage properties are not assigned by any services, because there is not a consistent error body format (yet). The http status code and reason phrase are assigned by servicebus, however, same as in other places.

The error message/error code should be consistent at the REST API end point level. Closing for now, will re-open when there are across board efforts on API consistency.
