Remove OpenAPI hub references

Remove OpenAPI hub references. There are still 2 other instances in the repo:

• SDK automation. Issue to solve this: Cleanup documentation reference to blob container with SDK artifact from OpenAPI hub azure-sdk-tools#8148
• Request release documentation. Will be address as part of the work on Update docs on how to request an SDK release azure-sdk-tools#8010

Issue:

• Remove OpenAPI Hub documentation from specs repo azure-sdk-tools#8150
